A complete guide on importing goods into Hong Kong

If you're looking to import goods into Hong Kong, there are a few things you need to prepare beforehand to ensure a smooth delivery process. In this article, we'll go over the basics of what businesses need to know about shipping items to Hong Kong. 

What are the requirements to import goods?

1. Complete customs clearance procedures

In order to import goods into Hong Kong, you will need to prepare the following documents to facilitate customs clearance:

  • Manifests

  • Import licences or removal permits (if applicable)

  • Copy of detention notice (if applicable)

  • Additional supporting documents such as invoice or packing list, airway bill etc.

At the Customs Department, physical examinations may be carried out to ensure that the goods being imported meet all standards.

2. Complete import declarations

Once you have sent a shipment to Hong Kong, you are required to lodge an import declaration electronically with any one of these providers: Global e-Trading Services Limited, Tradelink Electronic Commerce Limited or Brio Electronic Commerce Limited. This is in accordance with the Import and Export (Registration) Regulations and has to be submitted within 14 days of importation.

In your import declaration, you will need to fill in accurate details regarding the importer, shipment, its transportation and other necessary information. Bear in mind that a penalty of up to HK$200 will be imposed should you fail or neglect to present the completed form on time. This also applies if your declaration is not filled in properly. Hence, you’ll want to make sure that all information is accurate before submitting electronically. You also have the option of lodging your import declaration using the paper-to-electronic conversion services provided by the above mentioned providers.

Additionally, depending on the type of goods, do note that there is a declaration charge from HK$0.20 to HK$200 to be paid when you are submitting your declaration.

That being said, if your shipment is considered an exempted article in Hong Kong, it is not a requirement to submit the import/export declaration. For more information, you may check the exemptions stated in the Import and Export (Registration) Regulations.

How much is import duty in Hong Kong?

In addition, if you are shipping prohibited articles, it is compulsory to apply for the required licences, permits or certificates from the relevant government departments in Hong Kong before you can import.
